Error 403: Error downloading Java to your machine

SYMPTOMS

During the Java installation the user receives an error dialog similar to:
There was an error downloading Java to your machine. There may be proxy, firewall, or other network issues causing an HTTP Error 403.

CAUSE

This error can occur error can occur because of proxy, firewall or other network issues, during download or installation of Java on to your system.

SOLUTION

Please follow the steps below for resolving this issue.

Remove any traces of the failed Java installation by uninstalling Java
Download and install the Windows offline installer package.
